At first when this cable was in huge coils on the ground, we weren’t sure what it was. Now that there are several sections of it, we can see that there are many pieces with tension ends. These have been stretched across the foundation area in two directions, forming “squares”. The “chairs insure that the reinforcing is suspended in the middle of the foundation, and doesn’t slip to the bottom. These appear to be post-tension cables (rather than the typical wire mesh that has been used for years) which would improve the structural strength and integrity of the concrete foundation.
